This program is nothing but another scam for Ebay to be able to charge the Sellers that additional 5% for falling below average because they depended on a poorly designed and implemented program from Ebay, which as we all know are always looking for another way to reach into a sellers pockets and this is what they came up with since they were losing out on all of the potential revenue from those sending PWE's.
